The library was constructed in March 1982. It is a two-storied building with a total space of 1,741 square meters, with a seating capacity of 164. The library division consists of two sections: the Information Administration Section and the Information Service Section.

The library is usually open from 8:15 till 21:00. Students and university staff can also register for 24-hour library use. The library now possesses about 140,000 volumes of books and bound periodicals. The library has about 3,000 titles of print journals and subscribes to 5,000 titles of electronic journals. It also has about 1,750 audiovisual materials of various types.

On the first floor, there are three group-study rooms, a multimedia room and a room of stacks for back numbers. On the second floor are the circulation counter, computers for information retrieval, ABC machine (equipment for automatic book circulation), and reading areas where books and current periodicals are shelved with reference materials.

A multimedia room is equipped with 18 personal computers for use by library patrons. These terminals provide access to electronic journals or databases on the Internet for research. This room is open for 24-hours a day.

The circulation system is computerized. The Users are also able to use the ABC machine to borrow materials. Documents are available through an interlibrary loan service which extends overseas. Information can be obtained fairly quickly using the electronic journals or databases on the Internet. The library offers various guidance sessions for using databases and elelctronic journals.
